Using the reform of the environmental Superfund program as a case study, Nakamura and Church (political science and public policy, State U. of New York at Albany) examine how necessary coercive powers of regulation can be "made politically and practically defensible" in an anti-regulatory political environment. They believe that the Superfund program's shift from extreme political vulnerability to identification as "fundamentally sound" by anti-regulatory Republicans can be traced to a series of administrative reforms implemented during 1994 to 2000.
