Argues that both Indians and Spaniards sought to reverse the economic decline in central Mexico during the 18th century brought on by drought, overpopulation, famine, and the Bourbon Reforms. Among the measures they took were emigration and urbanization, proto-industrialization, and charity solicited from the state and private Spanish and Indian sources. Partly based on Ouweneel's 1989 Dutch Onderbroken groei in Anßhuac: De ecologische achtergrond van ontwikkeling en armoede op het platteland van Centraal-Mexico (1730-1810) which was split into two books for publication in English.
