As German Ambassador-at-Large to the International Conference on the Former Yugoslavia from 1992 to 1996, Ahrens was deeply involved in the international diplomacy surrounding the Balkan conflicts, heading the German contingent of the European Community Monitoring Mission and later serving as the chairman of Ethnic and National Communities and Minorities Working Group of the international conference. In this work, he provides an account of the activities of the Minorities Working Group, concentrating on the period of his own involvement, but also offering overviews of developments from 1996 to 2004. After offering an overall account of international mediation efforts, he provides separate accounts of mediation activities in Croatia; Bosnia-Herzegovina, Serbia, and Montenegro; Kosovo; and Macedonia.
