From the International Monetary Fund, this report describes how the evolution of the debate on fiscal policy can illuminate fiscal developments and help frame policy recommendations to countries. It addresses the role of fiscal policy in fostering growth in countries, particularly in economic stabilization, allocation, and redistribution, and examining fiscal developments in advanced economies, emerging markets and middle-income economies, and low-income developing countries, as well as the new role of fiscal policy. It then considers the role of upgrading the tax system to boost productivity, with discussion of resource misallocation and how the design of the tax system may affect resource allocation.
