Seiter (a senior health specialist at the World Bank's Health, Nutrition, and Population Anchor) reviews policy possibilities open to middle- and low-income developing countries in order to achieve their goals concerning the provision and pricing of pharmaceuticals (vaccines are not discussed). He then describes elements of successful pharmaceutical policies, policy packages pursuing long-term goals, and political factors influencing policy implementation.
