The US "War on Terror" has produced enormous tensions in the international system, with other countries pursuing, sometimes simultaneously, policies supporting American policies related to terrorism in order to advance national goals or intending to limit the unilateral exercise of American power. Benjamin (a senior fellow in the International Security Program of the Center for Strategic & International Studies) presents a series of case studies conducted by his organization that examine evolving patterns of competition and cooperation with the United States by China, Georgia, Germany, Indonesia, Pakistan, the Russian Federation, and Saudi Arabia. The studies seek to identify the concerns and strategies that conditioned the decision-making for the leaders of each of the countries.
