From the National Research Council's Committee on Evaluation of Teacher Certification by the National Board for Professional Teaching Standards (NBPTS), this book reports on a framework for evaluating programs that offer advanced-level certification to teachers and applies that framework in an evaluation of the impacts of the NBPTS. The committee was formed in 2005 in response to legislation passed by Congress. In addition to providing conclusions and recommendations, the report considers whether the program clearly specifies teaching practices and the characteristics of teachers; the technical characteristics of assessments; the extent of teacher participation; the impact on outcomes for students, teachers' professional growth, career path, and the education system; and cost-effectiveness.
