This report presents the results of an evaluation of financing for vaccine purchases. The purpose of the evaluation was to design a finance strategy to assure access to the social benefits of vaccines while also encouraging the availability of new and future vaccine products within the health care system. The study examines what is known about current vaccine finance arrangements and identifies strategies that could resolve the uncertainties of existing vaccine purchasing systems in the public and private health care sectors.
