Peterson (Urban Institute) and Annez (World Bank) present the results of the conference "Practitioners Conference on Mobilizing Urban Infrastructure Finance in a Responsible Fiscal Framework: Lessons from Brazil, China, India, Poland, and South Africa," which was held in Jaipur, India in January of 2005. The first section of the book presents five case studies describing different national frameworks and experiences in promoting urban infrastructure finance. The case studies address such issues as the impact of political and fiscal decentralization, limitations on borrowing, managing moral hazard, and the role of the financial sector. The second part of the book contains case studies of urban infrastructure financing strategies and includes discussion of private-sector intermediaries, public-private partnerships, and the use of land leasing and land sale.
