The fourth edition of this textbook on American politics for undergraduate students has been revised to comment upon the dramatic changes in the government since the re-election of George W. Bush in 2004. Kernall, Jacobson and Kousser (political science, U. of California, San Diego) begin each chapter by posing serious political questions ("Do institutions matter?"
