America's growing military, economic, and cultural preeminence motivates states to oppose American power through whatever means possible. Rogue states and terrorists can now obtain the technology to develop weapons of mass destruction. Only with the active cooperation of other states, especially U.N. Security Council members Russia, China, and France, can this threat be stopped.
